Does BMW sell touch up paint for the coating on the handlebars? I just picked up a Rockster with some blemishes on the handle bars and am hoping to touch it up.

Knowing what BMW charges for paint, it might be cheaper to buy new bars!
When I first bought my bike, my key chain did a number on the bars. I went to a local hobby shop and found a paint that was a very close match. I now have hidden more current blemishes with a gps mount.
I friend took his bars in and had them powdercoated, very inexpensive and durable.

You might find something suitable in a hobby shop, personally, I will also suggest powder coating.
