Greetings ,Would like to install panniers on a 03 r1150r.... any suggestions on which ones are the best fit??

I have the BMW system cases. They fit pretty well. Edit: you may even find someone selling the BMW system cases here in Buy, Sell, Trade. If not, you could always look on some of the other sites (e.g., BMWMOA's market place).
Others seem to have had success with Ortlieb and other softbags. I believe that I've even seen someone with Pelican cases; however, I have no idea how he mounted them. Softbags may be your best bet, since there are so many options that will work well.

I've got the BMW bags with the GS mount. I like them but I almost never use them due to the limited long distance that I ride. I'd be willing to part with them. PM me if you are interested.

Are you talking Tank Panners? if so I purchased these at Aerostich, I am very happy with them. I switch them between the "R" and the KLR,

Best fit and probably best integrated looks would have to be the stock BMW system cases, particularly if you go the full-size left case.
Given my time over again, and a bike that hadn't come with system cases, I'd go the Hepco-Becker Gobi boxes as I find them more useful in their shape than the Systems.
Too many nooks and crannies to fill in the Systems. Awkward shapes and cut-out bits. Horrible things. But functional. Waterproof. Solid. Easy to clean. Easy to blend out scratches. Easy to repair.
Hunt around for a second-hand set of Systems. You can key them to the bike which is nice, and they often come up cheap.

Beware of bags on E-bay. There are knock-off system bags that are coming from China.
