I just heard back from Karl Kugler and he will do a limited run if the numbers are right. Here are the preliminary details from Karl:
12 set minimum (a set does 4 lids and two case body)
$35 per set in plain aluminum finish.
$150 batch charge to be split by those who want anodized
$10 to ship all to one central place (me), $6.50 to mail individual places.
The shipping is what Kugler would charge, although it sounds low to me. If I take delivery for all, then I'll have to get covered for postage and envelopes.
Turnaround should be 2-3 weeks.
I was thinking about posting this widely here and on the IBMWR and RT Sport Touring website to ensure we get the minimum number of orders needed, but first I'll wait to see how the response from this board is...
BTW, the hinges I bought will not do the job without some tinkering and significant modifications, just in case anyone was wondering.

It'll kind of depend on how fast people send in their money once all the details are finalized. I can see trying to place the order by the end of next week if all goes well. But there's no drop-dead date that I know of. How long do you think you'll be before you pull the trigger?

I asked Karl what the tap is for and Karl replied:
The tap is used on one hole in each of the hinges on the stock bags.
That allows the bracket to be held in place on the inner half of the saddlebags for the brief period of time that the lids are being swapped.
The rest of the time the whole assembly is held together by the screw that goes from the inside of the saddlebag through to the bracket that is outside the stock hinge, sandwiching everything together.
To be honest, any decent local hardware store should have individual metric taps available for a buck or two less cost, but then you have to deal with getting there, fuel, etc. I just offer the taps as an option with the kits as a convenience after several of my early customers who live in metro areas and don’t have local hardware stores handy expressed interest in my supplying them.
He said he'll post the instructions and drawings on his website and when he does, I'll send a link around.
