Was checking my front wheel/tire (tyre) and noticed a noise originating from speedo cable. Can inner be removed and greased/oiled, or just WD40 or similar down cable?

Yes, you can and should Clean-N-Grease the inner flexible cable. Rain riding takes it's toll on the lube in speedo cables. Sometimes an impact will damage or bend the cable and patiently straightening it might reclaim some lost lifespan.
There are quick and dirty ways to lube it like drip a couple drops down the unscrewed top's inner cable -but- the best way is to unscrew the outer cable from the top and the bottom so you can completely remove the inner cable. Then spray clean out the outer cable's ID and wipe clean the inner flex cable. Lastly use Moly or graphite grease on all of the inner cable and slide it back home.
It's a very messy job and you'll gag at the black mess (prolly graphite grease) that gets flushed out on the cleaning. I bet it gets quiet after you do the Clean-N-Grease procedure above. That, plus it'll be less likely to fail before it's time.
BTW, look at the 2 rubber hoops that restrain the speedo cable. Mine were both worn almost all the way thru on one side. With the cable removed, I just turned them 180deg and a new wear surface takes over.
