R1150R 2005 Headlight Question

Good Afternoon,
I had an interesting day in biyearly vehicle inspection. I had everything fine up to a point where we controlled all lights.
The parking lamp in the front headlight case went off during inspection. So, inspection result was NOK. I replaced the faulty lamp simply with a T10 wedge type led light
However, for the first time in my life I had noticed that when the key is in position "p" or "start" low beam is always on, regardless of the key position.And on "p" position both park light and low beam illuminates.
What is the story behind ? I had a look on my clamer's manual but nothing special about the lights.

Headlights on most bikes made in the past 30 years have headlights on when the key is on. Can't turn them off. It's a safety feature to increase visibility to people in automobiles.

I guess my question was wrong. Clearly, the low beam is standard. That's for sure, i tried to explain the tech this fact. However the question that paralyzed me was; " if the park front light is useless why it is there ?"

I can't tell where on planet earth you reside in, but this parking / running light is common on European bikes, my airheads have them and so does my Guzzi .
I think, at least at one point in time, the running / parking light was legal for daytime operation of the bikes in the UK , in place of using the head light, don't know if this was the case with the rest of the European counties or not .
Maybe some European members could clarify this !!!!

His question, to me says: Why the low beam headlite is on when the key is in the P (steering locked) position. That is not normal. Only the small parking lite inside the headlite and the rear red running lite should be on.

thank you CycleRob, exactly my question is why the parklight does not work alone. I opened up the headlight bucket and took a photo but since I can not post it here. I can not show the connection. But anyway during the weekend I will deal with this issue.
I justed wanted to know whether this is normal on R bikes or not. since headlight is ahead of me, I did not have a chance to realise what is true or not.
