Headlight Modulator

Has anyone had a police problem with a headlight modular in NY? I have had mine on for about 2000 miles in NY mostly and only yesterday had a "discussion" with a NY's finest about it. He said it was not legal. My research says it is. :?:

Not in NY but in West Virginia. I keep the information sheet that states they are DOT allowed in all fifty states on the bike. Sometimes the local police don't understand all the regulations. This paper spells it out for the uninformed.
