lights out..wtf!?

So been off the bike for a few weeks, sinus infection, holidays etc, but enough complaining. Got on the bike this morning, everything started generally a good sign. Lights worked, dash lights were on. Rolling down the street hit a bump, the right side front turn signal goes dark. I hoped hitting another bump would turn it back on...no luck. That is not the part that concerns me though...On the ride home everything is working as it should save the right side front turn signal. Come to a full stop at a red light things seem normal, but I glance down and notice none of the dash lights or my front lights are on. Speedo and tach were illuminated, but all other lights were out. Some of the curse words I used must have worked because the lights came back on after a few seconds. The engine ran without issue during the brief light outage. Light went green and off I go. Came to several other stops no issues. Last turn before iI get into the neighborhood, naturally get stuck at the light, and the front lights go out, again wtf. Pretty sure the rears went out during these outages also, but I could not see them. Thoughts? Suggestions?

You've got broken wire(s) around the steering head, I had to chase down a few broken wires the last couple of years, instrument lighting and a right hand grip heater .
The wiring harness is cable tied too tight in this area .
You'll probably have to open up the rubber sheath covering the wiring harness to access the wires .

Dammit! I cut those ties a long time ago. Any idea which wire in there feeds the lights? Nothing else is impacted at the moment. Will I or should I replace the whole harness? Crap how much does a new harness cost?
