There is no proper speed. Just run where you feel your engine is happy. Obviously if you open the throttle and the engine starts to buck, you're lugging it. If it pings that's not good either. Removing the the muffler lets fresh air back into exhaust at certain RPMs. That probably caused the problem. Try adding a baffle of some type at the outlet.

For hose inside the tank your talking $25-30 per foot. It has to be rated for constant immersion in gasoline.
Since you have to check the condition of the intank hoses periodically and for safety, I've left my filter in the tank.

The Yellow relay in my photo is the starter relay. You should have that too. In the empty white socket you may have a yellow plug, which isn't a relay just jumper wires inside. Food for thought.
Given the recent failure rate of in-tank hoses, it seems to me that you have to go into the tank just as often to check and replace the hoses as the filter, especially on lower mileage bikes.

I am only familiar with the 4 pot version. I found it pretty easy to use. The single cylinder Yamaha engine needed much more tweaking, and its a closed system. No adjustment.
